To be able produce a utility, a Building consumes 2 other utilities out of 3.

For example to produce DOVF (Fuel), it's needed to consume DOVR (Repair) and DOVS (Supply). During Peace time DOVX are not necessary for production, at War all producers will be asked to participate to war effort.
